At Blois Construction, we're proud to be a key subcontractor on the City of Los Angeles' new Advanced Water Purification Facility (AWPF) at the Donald C. Tillman Water Reclamation Plant in Van Nuys. Built under a progressive design-build contract with Jacobs, this project requires us to begin construction even as design continues, demanding close collaboration, adaptability, and precision every step of the way.

Our role includes installing critical civil utility and process piping—some up to 48-inch in diameter and 22-feet deep—within a highly congested, active treatment plant. With the facility operating 24/7, we’ve had to plan meticulously, phase strategically, and implement temporary system bypasses to avoid disruptions. It’s the kind of high-stakes environment where we thrive.

This half-acre site will house state-of-the-art water purification technologies, including microfiltration, reverse osmosis, UV disinfection, and more, all designed to turn reclaimed water into potable water for groundwater recharge. With a hard deadline ahead of the 2028 Olympics, this facility will showcase California’s leadership in sustainable water reuse on the world stage.
